India and Philippines Strengthen Ties with 14 Key Agreements

India and the Philippines have taken a significant leap in strengthening their bilateral relations by signing and exchanging 14 Memoranda of Understanding (MoUs). The agreements, signed in the presence of Prime Minister Narendra Modi and Philippines President Ferdinand Romualdez Marcos Jr., cover a wide range of sectors including trade, defence, tourism, and digital technologies. This marks a historic moment as both nations celebrate 75 years of diplomatic relations.

One of the key highlights of the agreements is the adoption of Terms of Reference for negotiations on a Preferential Trade Agreement (PTA). This PTA is expected to enhance trade relations between the two countries, opening new avenues for economic collaboration. The move comes at a time when both nations are keen on expanding their economic footprints in the region.

Defence and maritime cooperation also featured prominently in the agreements. The Indian and Philippine navies recently concluded their first joint maritime patrol in the South China Sea, a region contested by multiple countries. Three Indian naval vessels participated in this activity, showcasing the growing defence partnership between the two nations.

The MoUs also include mutual legal assistance in criminal matters and a treaty on the transfer of sentenced persons. These agreements aim to strengthen legal cooperation and ensure smoother judicial processes between the two countries.

In the realm of science and technology, both nations have agreed to cooperate in digital technologies, space exploration, and scientific research. A Statement of Intent between the Indian Space Research Organisation (ISRO) and the Philippine Space Agency was signed to promote peaceful uses of outer space.

Tourism is another area set to benefit from these agreements. A programme for tourism cooperation for 2025-2028 was signed, and India has extended a gratis e-tourist visa facility to Filipino nationals for one year starting August 2025. This move is expected to boost people-to-people exchanges and cultural ties.

Cultural connections between India and the Philippines were also highlighted during the visit. Prime Minister Modi emphasised the ancient cultural ties between the two nations, referencing the Philippines’ Ramayana – Maharadia Lawana as a living proof of their shared heritage.

The agreements underscore the growing alignment of interests between India and the Philippines. President Marcos described India as the fifth strategic partner for the Philippines, highlighting the rapid growth and deepening of their bilateral relationship. PM Modi echoed this sentiment, calling the two nations ‘friends by choice and partners by destiny.’

With a comprehensive plan of action for 2025-2029, both countries are set to elevate their strategic partnership to new heights. The focus areas include political cooperation, defence, maritime collaboration, trade, health, and people-to-people exchanges. These initiatives reflect a shared vision for a stronger, more interconnected future.
