In a move that promises faster resolution for financial and service disputes, Delhi Lieutenant Governor V K Saxena has approved the inclusion of banking, non-banking financial companies (NBFCs), and gas supply under the category of Public Utility Services. This decision allows these sectors to resolve disputes through Permanent Lok Adalats, an alternate judicial mechanism designed to provide quick and affordable legal solutions.
The proposal was put forward by the Law Department of the Government of National Capital Territory of Delhi (GNCTD). It highlighted the increasing number of disputes in banking, finance, and gas supply, making a strong case for their inclusion under Public Utility Services. By doing so, the government aims to ease the load on traditional courts while offering a more efficient way to handle complaints.
Disputes related to loans, financial recoveries, investments, service shortcomings, and billing issues are common in these sectors. Many affected individuals cannot afford lengthy court battles. The new ruling will ensure that these grievances are resolved quickly and fairly.
Permanent Lok Adalats are already handling electricity-related disputes in Delhi. With this expansion, they will now address banking, NBFC, and gas supply cases too. The decision aligns with the characteristics of Public Utility Services, which are essential for everyday life.
Additionally, the Delhi State Legal Services Authority (DSLSA) is working on setting up another Permanent Lok Adalat. This new body will oversee disputes in transport, postal services, telecom, water supply, sanitation, health services, and insurance.
The inclusion of these services under Public Utility Services is a significant step towards improving public access to justice. It reduces the burden on courts while ensuring ordinary citizens have a practical way to resolve disputes without excessive costs or delays.
